Swan B Moss III
Owner/ Operator
Mr. Moss has been in the earthmoving and heavy equipment construction business for over 22 years.
He provides leadership and direction for the company, organizes the resources to drive efficiency and process throughout the organization and is involved with daily operations including project estimating and management as well as procurement.
Shelby Harper
Superintendent
Mr. Harper has over 40 years of experience in the construction industry.
This experience has provided SBM Earthmoving and Construction with leading knowledge in job costing and with his attention to detail provides precise job execution.
David Puckett
Equipment/ Operations Manager
Mr. Puckett has over 30 years experience in the construction industry.
Mr. Puckett's organizational skills have proven effective for SBM's day to day operations. Mr. Puckett oversees all personnel and the maintenance of all Heavy Equipment and Trucking.
Tim Pinkerton
Senior Construction Manager
From project ideation to the final construction phases, Tim Pinkerton leads his team to offer high-level client communication, subcontractor management, scheduling and quality assurance.
With over 20 years experience in the construction industry,
Tim's attention to detail, organizational skills and technical background help his team transform ideas into reality. Since joining the company in 2020 as the Sr. Construction Manager, he's worked in a variety of practice and focus areas — significantly expanding his skill set along the way and demonstrating the diversity of opportunities within our organization.
Now leading a department in our Texarkana, TX office, he provides construction project managers with the necessary knowledge and tools to foster success for our clients.
HEALTH & SAFETY
We prioritize safety and compliance, maintaining adherence to the rigorous standards set by ISN Net World, NCMS, Browz, Safeland, and PEC Premier. Our steadfast commitment to safety is emblematic of our dedication to safeguarding our team, customers, the environment, and the communities we operate in.

- SBM has been approved and is in compliance with the ISN Networld, Avetta and Vero safety programs.
OSHA---Employees have 40 hour training and multiple projects involving landfill cell construction and capping as well as contaminated site cleanup experience.
MSHA---SBM has MSHA certified employees with experience at coal mines, landfills and rock quarries.
- PEC Premier Safety Program
- SBM has been approved as a Class II Contractor with PEC Premier. Our staff has received Safeland USA training and is in compliance with this program.
- Browz Safety Program
- SBM has been approved and is current with the Browz Safety Compliance Agents to provide services to Northern American Coal Corporation and all Browz affiliates.
No safety violations or accidents have occurred in our 20 year history.
